The Emperor had just authorized the formation of the first foreign regiment which he wished to admit into the service of France, the regiment of Aremberg.

When the nominations for the new magistracy came before the Regent, she disposed of the whole matter in the secret consulta, without the knowledge, and in a manner opposed to the views of Orange. He was then furnished with a list of the new magistrates, and was informed that he had been selected as commissioner along with Count Aremberg, to see that the appointments were carried into effect.
