The policy of isolation or the avoidance of entangling alliances, which so many Americans confuse with the Monroe Doctrine, is in principle quite distinct from it and is in fact utterly inconsistent with the position and importance of the United States as a world power. The difference in principle between the two policies can perhaps be best illustrated by the following supposition.

This struggle may indeed begin with Russia, but it may end with half the States of Europe; for Austria and Prussia are just as likely to join with Russia as with England and France, and probably much more so; and we know not how long alliances which now appear very secure, may remain so; for the circumstances in which the Government has involved us are of the most critical character, and we stand upon a mine which may explode any day.

France has had enough of that. Upon this," continued Rapp, "he assured me that he had other thoughts; that he had no further desire for war; that he wished to govern in peace, and devote himself solely to the happiness of his people. When I hinted opposition on the part of the Foreign Powers, he said that he had made alliances.

But that did not hinder alliances, and ambitious attempts at such alliances, with their Venetian masters in the most distinguished of the Greek houses. To all outer seeming the Treaty of Cambray left Francis supreme in the west, unequalled in military repute, a soldier who at twenty had withstood and broken the league of all Europe in arms, master of the Milanese, and through his alliances with Venice, Florence, and the Pope virtually master of all Italy save the Neapolitan realm.

In other words, the Monroe Doctrine, stripped of its imperialistic tendencies, was to be internationalized, and the American policy of isolation, in the sense of avoiding secret alliances, was to become a fundamental principle of the new international order. If the United States was to go into a league of nations, every member of the league must stand on its own footing.
