The letter brought by Adet was from the Committee of Safety, which, under the revolutionary system in France, was the department charged with foreign intercourse. After his departure a new order of things was established. On the thirty-first of May, 1795, the revolutionary tribunal was, by a decree of the National Convention, abolished in France.
In March, 1797, Adet withdrew, and diplomatic relations between the two countries were entirely suspended. By a decree made two days before Adams took office, the Directory proclaimed as pirates, to be treated without mercy, all Americans found serving on board British vessels, and ordered the seizure of all American vessels not provided with lists of their crews in proper form.
When the news of the Jay treaty came to France, the Directorate chose to regard it as an unfriendly act, and Monroe, sharing their feelings, exerted himself rather to mollify their resentment than to justify his country. In 1796 a new Minister, Adet, was sent to the United States to remain only in case the government should adopt a just policy toward France.
Fauchet, who succeeded Genet, retired in June, 1795, and was succeeded by Adet, who like his predecessors, carried on active interference with American politics, and even attempted to affect the presidential election by making public a note addressed to the Secretary of State complaining of the behavior of the Administration.
While Adet was fulminating his thunders against the administration, and the opposition in the house were doing all in their power to injure the president, the Aurora newspaper was pouring out its venom with increased malignity. "If ever a nation was debauched by a man," said a correspondent of that paper, on the twenty-third of December, "the American nation has been debauched by Washington.
Viewing it as a fulfilment of their most gloomy prognostics respecting the designs of France to establish an influence in the councils of America, they believed the best interests of their country to require that it should be defeated; and their exertions against the candidate Mr. Adet was understood to favour, were the more determined and the more vigorous.
