Italy brought another issue sharply to the fore in the early days of March. A few of her passenger vessels running to America and other countries had been armed previous to that time. It was done quietly, and commanders found many reasons for the presence of guns on their vessels. Of a sudden all Italian passenger craft sailed with 3-inch pieces fore and aft.
Batteries Nos. 1 and 2 were equipped with, No. 1, four Hontoria 6-inch guns; two Nordenfeldt 6-pounders; No. 2, two Krupp 12-inch guns; four Hontoria 3-inch mortars. The 12-inch Krupps were to stand off battleships attempting to force the harbor, or to bombard the Morro.
As already suggested, the necessity for armor arose from the smashing and splintering effect of shell against wooden targets and the penetrating power of rifled guns. To attack Russian forts in the Crimea, the French navy in 1855 built three steam-driven floating batteries, the Tonnant, Lave, and Dévastation, each protected by 4.3-inch plates and mounting 8 56-lb. guns.

The guns fired 3-inch shrapnel. Three miles into the air the shrapnel shells would go! And what goes up has to come down. The next thing would be shrapnel showering into the streets. It seemed to me that I would rather take my chance with the bombs than with the shrapnel. A bomb came down, exploded, and had done with it; but the shrapnel fell all over the place.
Artillery was placed around the legations and on the over-looking palace walls, and thousands Of 3-inch shot and shell were fired, destroying some buildings and damaging all. So thickly did the balls rain, that, when the ammunition of the besieged ran low, five quarts of Chinese bullets were gathered in an hour in one compound and recast.
The party who put them out wants me to have some boxes or troughs made 15 inches long with a 3-inch opening, and put in on the slant so as to have the water hit the roots.
The walls consisted of 3-inch planks, with air space between; panels outside and inside, with air space between them and the plank walling. For insulation we used cellulose pulp. The floor and the ceiling between the rooms and the loft were double, while the upper roof was single. The doors were extraordinarily thick and strong, and fitted into oblique grooves, so that they closed very tightly.
The atmospheric burners can be made from the requisite number of pieces of 1-1/4-inch gas tube 3-1/2 feet in length, one end of each being stopped, and having 1/3-inch holes drilled therein at intervals of about 1 inch, the other end being left open for the insertion of ordinary 3/8-inch brass gas taps.
