This compares with $253,000,000 in the fiscal year 1928. The construction works already authorized and the continuation of policies in Government aid will require a continual expenditure upwards of half a billion dollars annually. I favor still further temporary expansion of these activities in aid to unemployment during this winter.
An eminent Italian historian writes vividly and perceptively on Italian Fascism. Schneider, Herbert W. Making the Fascist State, N.Y., 1928. An early, but well considered, account of the rise of Italian fascism. Silone, Ignazio Fontamara, Verona, 1951. The best novel on Italian fascism. Spender, Stephen European Witness, N.Y., 1946. Trevor-Roper, H.R. The Last Days of Hitler, N.Y., 1946.
During this fiscal year there will be an increased expenditure, as compared to 1928, on veterans of $255,000,000, and an increased expenditure on construction work which may reach $520,000,000. Despite large economies in other directions, we have an indicated deficit, including the statutory retirement of the debt, of $2,123,000,000, and an indicated net debt increase of about $1,711,000,000.
As has so often been the case in the history of the Cause, an unexpected crisis served to greatly advance Bahá’í involvement with the larger society at the international level. In 1928, Shoghi Effendi encouraged the Spiritual Assembly of Baghdad to appeal to the League’s Permanent Mandates Commission against the seizure, by Shí‘ih opponents, of Bahá’u’lláh’s House in that city.
In doing good, in walking humbly, in sustaining its own people in ministering to other nations, America will work out its own mighty destiny. State of the Union Address Calvin Coolidge December 4, 1928
Private interests should look with favor on all reasonable loans sought by these countries to open such main lines of travel. This general subject has been promoted by the Pan American Congress of Highways, which will convene again at Rio de Janeiro in July, 1928. It is desirable that the Congress should provide for the appointment of delegates to represent the Government of the United States.

In 1928, driven by strong winds and high tides, after much rain, it flowed up over the Embankment in some places and broke through in others. It flooded many houses, and some people were drowned.
Wallen interviewed this old ex-slave and worked him into a feature story for his paper. These old paper files were destroyed by fire about 1928. Mr. Wallen remembers that "Uncle" Charlie Richmond, as the old ex-slave was called, died in 1910, was buried in Prestonsburg, and that he, W.S. Wallen, wrote up the old Darkey's death and funeral for his newspaper.
I again commend the matter to the consideration of the Congress. As an aid to unemployment the Federal Government is engaged in the greatest program of public-building, harbor, flood-control, highway, waterway, aviation, merchant and naval ship construction in all history. Our expenditures on these works during this calendar year will reach about $780,000,000 compared with $260,000,000 in 1928.
