In this volume we are historically interested in the propaganda as it was presented and as it affected us in the campaign fighting the Bolsheviki in North Russia in 1918-19. We write this chapter with great hesitation and with consciousness that it is subject to error in investigation and sifting of evidences and subject to error of bias on the part of the writer.
They eventually found it necessary to hire three horses to tow them to the mission station where the "hard luck" story ended. The winter of 1918-19 we spent in and out of one of the most interesting cities in the world. Peking, with its background of history made vividly real by its splendid walls, its age-old temples and its mysterious Forbidden City, has a personality of its own.
It has commandeered about 25 per cent of the canned beans, 12 per cent of the corn, and 18 per cent of the tomatoes of the 1917 pack. Large amounts will be needed this year also. Much of the 1918-19 supply for our troops in France is to be canned in France, by arrangement with the French Government, thus saving valuable shipping space.

But the increase in India's actual military expenditure during the war was small, as the Imperial Exchequer continued to bear all the extra cost of the Indian forces employed outside India, and the last Indian war budget, 1918-19, showed an excess of only about £23,000,000 over the last pre-war budget, 1913-14 an increase easily met by relatively small additional taxation.
And the world knows now, if it did not in 1918-19, that the Russian Socialist Federated Soviet Republic was, and is, a highly centralized tyranny, frankly called by its own leaders "The Dictatorship of the Proletariat." The Russian people prayed for "a fish and received a serpent."
During the winter of 1918-19, before Nature had cast over the scene her ameliorating mantle, the horror and desolation of war was made visible to sight on an extraordinary scale of blasted grandeur. The completeness of the destruction was evident. For mile after mile nothing was left. No building was habitable and no field fit for the plow. The sameness was also striking.
After the débâcle in the winter of 1918-19 it was intimated to me as a fact that when Clemenceau came into power a peace of understanding with Germany became out of the question. His standpoint was that Germany must be definitely vanquished and crushed.
From discussion of the partisan attacks on and defense of the administration's course of action toward Russia in 1918-19, both of which are erratic and acrimonious, we plead to be excused. We shall tell the story of the genesis of the expedition as well as we can. We do not profess to know all about it. It will be some time before the calm historian can possess himself of all the facts.
The Convalescent Hospital was the best place, bar none, in Russia, to eat in winter of 1918-19. The commanding officer was fortunate to have as a patient the mess sergeant of Company "D."
