In some colonies this statute was re-enacted, or, as in Virginia, rights under it conceded under the royal prerogative. In others, as in Maryland, it was treated as being, by tacit adoption, the birthright of the inhabitants. The same sentiments dictated the terms of the Ordinance of 1787, under which our first Territories were to be organized. One of its leading provisions was this: ART. 2.

At this meeting, only twelve delegates, from five states, were present. Alexander Hamilton wrote an eloquent address, which it was voted to send to the state assemblies, strongly recommending that delegates should be appointed to meet at Philadelphia on the second day of May, 1787. This plan, however, Congress promptly rejected.

By a law passed in 1787 by Grattan's Parliament they would have suffered the punishment of death for this same criminal conspiracy. And, apart from Home Rule, leaving the present agitation altogether out of the question, the respectable classes of Ireland entirely object to be represented by such men, either at Westminster or College Green.

The adoption of this was hastened in July, 1787, by the offer of a New England company to buy from Congress a huge tract of Ohio land. When the bill was put to the final vote it was supported by every member with the sole exception of the New Yorker, Abraham Yates. Delegations from all of the Southern states but Maryland were present, and all of them voted aye.

I say the court of sessions, because in common courts there is a magistrate who exercises some of the functions of a public prosecutor.
