The argument was briefly that the clothing industry makes the Ghetto by lending itself most easily to tenement manufacture. The Ghetto, with its crowds and unhealthy competition, makes the sweat-shop in turn, with all the bad conditions that disturb the trade. To move the crowds out is at once to kill the Ghetto and the sweat-shops, and to restore the industry to healthy ways.
It is a "House of Refuge", to which wayward girls are committed by Catholic magistrates, and in which they are worked twelve hours a day in a laundry or a clothing sweat-shop.
The matter of labor legislation is of such world-wide importance that a word or two may not be out of place concerning recent legislation in other countries. Other than factory and sweat-shop acts and hours of labor laws, there are three great lines of modern legislation in Europe, North America, and Australasia: employers' liability, old-age pensions, minimum wage.
This, indeed, is the principle which must justify the constitutional regulation of sweat-shops, as to which we will speak next. The sweat-shop is the modern phrase for a house, frequently a dwelling, tenement, or home, not a factory, and not under the ownership or control of the person giving out the employment.
Down we went past the little shops, dodging the children, and making way for women with huge bundles of sweat-shop clothing accurately balanced on their heads or hugged up under their capacious capes. Here was just one little colony of the hundreds of thousands of Italians a population larger than the Italian population of Rome of whose life the rest of New York knew and cared nothing.
And the servant girl is not the only one. Some farmer's hand works to raise the wheat, the potatoes that you eat. What is he paid? What are his hours? Fifty cents a day, twelve or fourteen hours of work. And your bootmaker in the factory, and the sweat-shop slave who makes your coat, and the long list of other poor devils who work for about one-tenth of your salary.
