That society, therefore, stands highest in the scale, where the division of labour is greatest, where specialisation is most definite, and where the distribution of functions according to efficiency is most thoroughly carried out. Now democracies, far from sharing this view, are inclined to take the opposite view.
The widely accepted idea that a man not only needs nothing more for a specific task than the specific skill which it demands, but that any larger skill tends to superficiality, is the product of that tendency to excessive specialisation which has impaired the harmony of modern education and dwarfed many men of large native capacity.

By the theory of naval war it must be reiterated we mean nothing but an enunciation of the fundamental principles which underlie all naval war.
