Embargoes, tariffs, quarantine, and all other laws, keep men from doing as they please. Restraints are the web of society, warp and woof. Are they slavery? then civilized society is a giant slave a government of LAW, the climax of slavery, and its executive, a king among slaveholders. Compulsory service. A juryman is empannelled against his will, and sit he must.

Webster, when reproached for his change of views respecting tariffs, is said to have coolly remarked that when he advocated the shipping interest he represented a great commercial city; and when he afterwards advocated tariffs, he spoke as the representative of a manufacturing State, a sophistical reply which showed that he was more desirous of popularity with his constituents than of being the advocate of abstract truth.

Until approximately the middle of the last century, agriculture and cattle-breeding formed the chief and most important part of German industries. Since then, under the protection of wise tariffs, and in connection with the rapid growth of the German merchant navy, trade has marvellously increased.

The three great things which most signally marked the administration of Jackson were the debates on the tariffs, the quarrel with the United States Bank, and the Nullification theories of Calhoun.

Now, because we have kept that promise, because we are opposed to preferential tariffs, because we have declined to grant preferential tariffs, and because we have done what all along we declared we were going to do, and were returned to do, we are made the object of this vote of censure. It may be said, "We do not blame you for keeping your promise, but for making the pledge."

In spite of Indian wars, of wars with France and England and Mexico, of depredations on our commerce by France and England and Barbary, of a currency that seemed to have been created for the promotion of bankruptcy and the organization of instability, of biennial changes in our tariffs and systems of revenue, of competition that ought to have been the death of trade, in spite of these and other evils, this country, in the brief term of one not over-long human life, increased in all respects at a rate to excite the gravest fears in the minds of men who had been nursed on the balance-of-power theory.

Poor Persia had been sold out so many times in the framing of tariffs and tax laws, in loan transactions and concessions of various kinds that the nationalist government had grown desperate and certainly most distrustful of all foreigners coming from nations within the sphere of European diplomacy.

There were privileged provinces and those administered arbitrarily by the Crown, there were a multiplicity of internal tariffs, and endless municipal franchises and monopolies, so much so that economists estimated that, through artificial restraints, one-quarter of the soil of France lay waste.

The establishment of reasonable rates of charges is directed; competition between railroads is recognized as necessary to the public welfare; and the General Assembly is required to pass laws to correct abuses and to prevent unjust discrimination and extortion in the rates and passenger tariffs on the different railroads of the State, and enforce such laws by adequate penalties to the extent, if necessary for that purpose, of forfeiture of their property and franchises.

I most earnestly request that the Congress approve our membership in the Organization for Trade Cooperation, which would assist the carrying out of the General Agreement on Tariffs and Trade to which we have been a party since 1948.
