With reference to the experiments made for the solution of this question I cannot do better than to quote in extensa from Dr. Reed's paper read at the Pan-American Medical Congress in Havana. Reed's paper describes in careful scientific detail the experiments which finally established the fact that the contagion came through mosquitoes, and in no other way.

July 4, 1906, the third Pan-American conference was opened at Rio Janeiro. Among the leading questions discussed were: the right of creditor nations to enforce by war on the debtor nations contractual obligations, or the right to use gun-boats as collection agents; and those relating to commercial intercourse.

To the Senate and House of Representatives: The Congress assembles this year under the shadow of a great calamity. On the sixth of September, President McKinley was shot by an anarchist while attending the Pan-American Exposition at Buffalo, and died in that city on the fourteenth of that month.

Through gifts from Andrew Carnegie and contributions from the different South American states a splendid modern building, costing $1,000,000, was erected in Washington, 1908, as the home of the Bureau of the Pan-American Republics.

Beside the fundamental doctrines of our Pan-American policy there have grown up a realization of political interests, community of institutions and ideals, and a flourishing commerce.

The Pan-American policy of this Government has long been fixed in its principles and remains unchanged.

And that he had demonstrated one of the principal contentions of the army-and-navy adherents that military training was necessary for the salvation of personal courage in the Pan-American race which for generations had had to face no dangers more grave than those incident to ordinary life in a highly civilized community, safeguarded by every means at the disposal of a perfectly organized and all-powerful government utilizing the best that advanced science could suggest.

To this end I raised my left hand above my head with the palm toward them as the most natural gesture indicative of peaceful intentions which occurred to me. At the same time I called aloud to them that we were friends, though, from their appearance, there was nothing to indicate that they might understand Pan-American, or ancient English, which are of course practically identical.

While the problems concerning China and the colonial possessions of the United States were reaching a settlement, on September 6, 1901, President McKinley attended the Pan-American Exposition in Buffalo, where he was shot by a young fanatic. He died eight days later and Vice-President Roosevelt succeeded him.

During his first term of office he invited the republics to send representatives to Washington to discuss arbitration, but his successor in office feared that such a meeting of "a partial group of our friends" might offend Europe, which indeed was not improbably part of Blaine's intention. On resuming office, Blaine finally arranged the meeting of a Pan-American Congress in the United States.
