The act of the 6th of August, 1846, "to establish a warehousing system," has been in operation more than a year, and has proved to be an important auxiliary to the tariff act of 1846 in augmenting the revenue and extending the commerce of the country.
For the unloading and warehousing of the goods, it was true, old Ocock had loaned his sons; but the strict watch Mahony felt bound to keep over this pretty pair far outweighed what their help was worth to him. Now it was Sunday evening, and for the first time for more than a week he could call his soul his own again.
Notwithstanding this, the United States have, since the Bay of Fundy was reopened to our fishermen in 1845, pursued the most liberal course toward the colonial fishing interests. By the revenue law of 1846 the duties on colonial fish entering our ports were very greatly reduced, and by the warehousing act it is allowed to be entered in bond without payment of duty.
If I could sell my small, shrinking and flat-chested steamer trunk original value in New York eighteen dollars and seventy-five cents for what it cost me over on the other side in registration fees, excess charges, mental wear and tear, freightage, forwarding and warehousing bills, tips, bribes, indulgences, and acts of barratry and piracy, I should be able to laugh in the income tax's face.
The convoy duty was also imposed on his recommendation; and he first proposed the plan of warehousing goods in bond, and was much consulted during the perfecting of the measure, by which so great facilities have been afforded to the trade of the country to the merchant, relief from the necessity of locking up large amounts of capital; to the consumer, cheapness, and a security against adulteration.

The old idea of warehousing diseases on the largest possible scale, and of making it the boast of an institution that it contains so many hundred beds, is abandoned here. The old idea of building an institution so that it shall stand for centuries, like a Norman castle, but, unlike the castle, still retain its original character as a shelter for the afflicted, is abandoned here.
The entrepôt réel, is situated, behind the new custom-house; this warehouse is used for warehousing merchandise after the duties, have been paid. The front of this edifice which is situated in the rue des Charrettes, was erected in 1826. Rue de Sotteville, suburb of Saint-Sever.
I refer you also to that report for the means proposed by the Secretary to increase the revenue, and particularly to that portion of it which relates to the subject of the warehousing system, which I earnestly urged upon Congress at its last session and as to the importance of which my opinion has undergone no change.
It may well merit inquiry whether the exaction of all duties in cash does not call for the introduction of a system which has proved highly beneficial in countries where it has been adopted. I refer to the warehousing system.
