Meanwhile Prince Ching has got in safely, and has been given a big residence, which is closely guarded by the Japanese. Perhaps the modus vivendi will after all be arranged. 30th September, 1900. Prince Ching has been here a number of days now I have not even taken the trouble to note how many but still nothing has been done.
And if an heathen wise man call the adversities of the world but "tributa vivendi," "the tributes of living;" a wise Christian man ought to know them, and bear them, but as the tributes of offending. He ought to bear them manlike, and resolvedly; and not as those whining soldiers do, "qui gementes sequuntur imperatorem."
Early in the winter of 1914-1915 President Wilson apparently foresaw something of the complications likely to arise from the measures and counter-measures taken by the belligerents to secure control of overseas commerce, and sent his personal adviser, Colonel House, across the Atlantic to study the possibilities of reaching a modus vivendi. There was no man so well qualified for the mission.
The prevailing conditions at any given time were always looked upon as a modus vivendi liable to readjustment when any of the three parties felt impelled to claim a larger freedom of action or a larger power of control.
It was not contended that perfection is attained by any living mechanism, but it was held that no place exists in nature for an organism that is incapable of adjusting itself to the manifold conditions of life. A modus vivendi must be established and some satisfactory degree of adaptation must be attained, or else an animal or a species must perish.
A modus vivendi has been concluded by which the power of the Kongo State to levy duties on imports is left unimpaired, and by agreement of all the signatories to the general slave-trade act the time for the exchange of ratifications on the part of the United States has been extended to February 2, 1892.
The practical result was that after a period of extreme tension between China and Japan which was expected to lead to war, that political genius, the late Prince Ito, managed to calm things down and arrange workable modus vivendi. Yuan Shih-kai, who had gone to Tientsin to report in person to Li Hung Chang, returned to Seoul triumphantly in October, 1885, as Imperial Resident.
Hollander finally perfected an arrangement under which the creditors were paid the amounts specified in the plan of adjustment, twenty per cent in cash and eighty per cent in bonds guaranteed by the fiscal convention. For the purpose of the cash payments the creditors' fund accumulated under the modus vivendi was utilized.
Probably it hoped that by that time the proprietors and their emancipated serfs would have invented some convenient modus vivendi, and that nothing but a little legislative regulation would be necessary. But radical legislation is like the letting-out of water.
But perhaps his most characteristic lines are rather those where his moral indignation breaks forth in a sort of splendid violence quite peculiar to himself; lines like Et propter vitam vivendi perdere causas, or Magnaque numinibus vota exaudita malignis, in which the haughty Roman language is still used with unimpaired weight and magnificence.
