This infamous ordinance caused an amount of misery which can never be gauged, and inflicted upon the prosperity of France the most terrible blow it had ever received. Hundreds of thousands persevered in their faith, notwithstanding all the menaces of poverty, of the dungeon, and of utter temporal ruin. Only one year after the revocation, Marshal Vauban wrote,

So well had these movements been concerted, and so rapidly were they performed, that the skilful and energetic Boufflers had but just time to throw himself into the fortress. He was accompanied by seven regiments of dragoons, by a strong body of gunners, sappers and miners, and by an officer named Megrigny, who was esteemed the best engineer in the French service with the exception of Vauban.

Vauban, justly celebrated over all Europe, was regretted in France by all who were not financiers or their supporters. Boisguilbert, whom this event ought to have rendered wise, could not contain himself. One of the objections which had been urged against his theories, was the difficulty of carrying out changes in the midst of a great war.

"I don't know whether it ought to be called swagger, vanity, or carelessness, the way we have of showing ourselves unadvisedly and without cover," Vauban used to say; " but it is an original sin of which the French will never purge themselves, if God, who is all-powerful, do not reform the whole race."

You know nothing of the thrifty, methodical, industrious, tranquil middle-class living with a quenchless dormant flame in their hearts the people betrayed and sacrificed who in old days defended 'my country' against the selfish arrogance of the great, the blue-eyed ancient race of Vauban. You do not know the people, you do not know the elite.

And, last of all, he expelled the Protestant soldiers and sailors. According to Vauban, 12,000 tried soldiers, 9,000 sailors, and 600 officers left France, and entered into foreign service. Some went to England, some to Holland, and some to Prussia. Those who took refuge in Holland entered the service of William, Prince of Orange. Most of them accompanied him to Torbay in 1688.

The celebrated engineer Vauban, being commanded by Louis XIV to give in a plan for fortifying Nice, proposed, that the river Paglion should be turned into a new channel, so as to surround the town to the north, and fall into the harbour; that where the Paglion now runs to the westward of the city walls, there should be a deep ditch to be filled with sea-water; and that a fortress should be built to the westward of this fosse.

Like all the rest, it ceased to have value when the German artillery had shown at Liège and at Namur that it was the master of the fort. Then the French left their forts and went out to trenches beyond and took with them the heavy guns that the fort once boasted. To-day Fort de la Chaume is just an empty shell, as empty as the old Vauban citadel in the valley below.

Round the acropolis Vauban had built a citadel whose steep, green-black walls struck root in the mean streets and narrow lanes on the slopes. Sunless by-ways, ill-paved and sour with the odor of surface drainage, led to it. Always picturesque, the old town now and then took on a real beauty.

He was then allowed to return to Rouen, but was severely reprimanded, and stripped of his functions for some little time. He was amply indemnified, however, for this by the crowd of people, and the acclamations with which he was received. It is due to Chamillart to say, that he was the only minister who had listened with any attention to these new systems of Vauban and Boisguilbert.
