We are undemocratic in our government, as is proved by our innocent attempt to govern them well. But above all we are undemocratic in our literature, as is proved by the torrent of novels about the poor and serious studies of the poor which pour from our publishers every month. And the more "modern" the book is the more certain it is to be devoid of democratic sentiment.
Finally the Republicans believed with the Abolitionists that slavery was wrong; while they believed with the Northern Democrats that the Union must be preserved; and it was their attempt to de-nationalize slavery as undemocratic and at the same time to affirm the indestructibility of the Union, which proved in the end to be salutary.
I am an out-and-out radical. I foresee a cleavage in the Liberal Party, and when that cleavage comes I shall be on the extreme left wing. I entirely agree with Mr. Shaw's denunciation of secret diplomacy and undemocratic control of foreign policy.
Fealty to Mormonism was disloyalty to the United States Government. Thus, the introduction of woman suffrage within our borders was not only undemocratic, it was anti-democratic. Woman suffrage was secured in Wyoming by means that bring dishonor upon democracy. Wyoming was organized as a Territory in 1868. Many of its native settlers were from Utah.
Perhaps it is very undemocratic, but there is nowhere else more pride of family, of honorable descent, than here. We think very much of what we call good blood. And you will pardon me for saying that we are accustomed to speak of some persons and families abroad which have the highest rank as being thoroughly bad blood.
To provide for the maintenance of the separate schools the property of the citizens was taxed at such a rate as to secure to the colored pupils of the city benefits similar to those enjoyed by the white pupils. Ardent antislavery men believed that this segregation in the schools was undemocratic.
But however much the Convention may have desired to give to the judiciary the power to veto legislation, it could not have been done by an express provision of the Constitution. Any such attempt would have disclosed altogether too clearly the undemocratic reactionary character of the proposed government and thus have prevented its adoption.
We have not the honesty to drive the poor to school because they are ignorant; so we pretend to drive everybody; and then send inspectors to the slums but not to the smart streets. We apply the same ingenuous principle; and are quite as undemocratic as Western democracy.
Will they not be all the finer citizens-to-be if we come closer to them and to their parents in the warm friendly social relations of life? The plane of social intercourse is the last to be transformed by democracy. Here is it that aristocratic and undemocratic limitations hamper us the longest.
The exercise of this power can be justified here only on the ground that it is indispensable as a means of preserving and perpetuating the undemocratic character of the Constitution. The sovereign people after a time conquers the other powers, but this Supreme Court almost always remains beyond its reach.
