After enactments removing all the civil disabilities under which Nonconformists had labored for one hundred and fifty years had been placed on the statute-book, it was clearly inconsistent in the highest degree to retain still more offensive and unreasonable religious disabilities, and to deny to them the right of being married by their own ministers, according to the rites most agreeable to their consciences or prejudices.
It is of a piece with the penal laws that prevailed in England some sixty years ago, when one hundred and sixty different offences were declared by the statute-book to be capital, and the servant-maid who but pilfered a watch was hung beside the murderer of a family. It is one of the most common punishments for very trivial offences in the Navy, to "stop" a seaman's grog for a day or a week.
The main thing that is required to carry out the true principle of education is more individual common sense and less State interference. The mischievous enactment that children should commence any process of instruction at the tender age of five should be at once struck off the statute-book.
One of them, to whom his country owed much, stated that a master had been sentenced to death for the murder of his own slave; but his recollection must have failed him; for the murder of a slave was not then a capital crime. A respectable governor also had delivered an opinion to the same effect; but, had he looked into the statute-book of the island, he would have found his error.
And if this was impossible, if Christ's Church must go back to the Divine foundation in His new-discovered Word, was that Word sufficient, not for foundation merely, but for all superstructure for doctrine, discipline, and worship alike? Or would the Church be entitled to impose its own wise and reasonable additions to the recovered statute-book of Scripture?
It has always been the custom of our ancestors to regulate the prices of wages by law, and the notion that it was either unconstitutional or inexpedient dates from a very few years back; yet all such attempts at legislation have utterly disappeared from any modern statute-book.
It is not quite foreign to this subject to relate that, a year or two before, a mode of trial had been abolished which, though long disused, by some curious oversight had still been allowed to remain on the statute-book.
Neither by Church nor State was any proposal ever seriously entertained of renewing the national Covenants with God, as at the commencement of the Second Reformation. Instead, the Acts Rescissory were permitted to remain on the Statute-book, and the Covenants to lie under the infamy to which the King and the Royalists had consigned them.

Jacobi is willing to say that "in the eye of the law, the married white woman in the North was as devoid of personality as the African slave in the South," and she also says: "By another error of interpretation, certain laws which remain on the statute-book, or which have been recently added, have been considered so peculiarly favorable to women, that they are thought to prove a legislative tendency to grant special immunities to women so long as they consent to remain unfranchised."
