It is claimed by some of Nobunaga's biographers that he was perfectly honest in presenting this memorial, but others, whose judgment appears to be more perspicacious, consider that his chief object was to discredit Yoshiaki and thus make room for his own subsequent succession to the shogunate. At all events Yoshiaki interpreted the memorial in that sense.

Loyal retainers esteemed it a duty to kill themselves after the death of their lord, in order to attend upon him during his ghostly journey. A thousand years of Buddhist teaching had not therefore sufficed to eradicate all primitive notions' of sacrificial duty. The practice continued into the time of the Tokugawa shogunate, when Iyeyasu made laws to check it.

Takauji was succeeded in the shogunate by his eldest son, Yoshiakira, of whom so much has already been heard. The fortunes of the Southern Court were now at low ebb. During the year after Takauji's death, Kamakura contributed materially to the support of the Ashikaga cause. The Kwanto was then under the sway of Takauji's fourth son, Motouji, one of the ablest men of his time.

This difference, however, is to be noted between the Shinto ideal social order and the Confucian, or rather that development of Confucian ethics and civics which arose during the Tokugawa Shogunate; Shinto appears to have been, properly speaking, nationalistic, while feudal Confucianism was tribal.

Fresh disputes arose; and lords whom the shogunate could not subdue made war upon each other. To such a condition of terror was the capital reduced that the court nobility fled from it to take refuge with daimyo powerful enough to afford them protection. Robbery became rife throughout the land; and piracy terrorized the seas.

This man traces his pedigree back to Minamoto no Yoritomo, who founded the Shogunate in the year A.D. 1192. The whole of the Etas in Japan are under his jurisdiction; his subordinates are called Koyagashira, or "chiefs of the huts"; and he and they constitute the government of the Etas.

This memorable event took place on the 14th of October, 1867; and the answer of the Emperor before the assembly of December 15th marked the end of the shogunate. The throne was occupied at this time by Mutsuhito, who had succeeded on the 13th of February, 1867, at the death of his father, Komei, and who himself died on the 29th day of July 1912.

Hence I intend to establish a Kogijio and to accept the opinion of the majority. Any one, therefore, who has an opinion to express may do so at that place and be free of apprehension." But this attempt of the Shogun to establish a sort of Parliament came to an end with his fall. This idea, however, was transmitted through the Shogunate officials to the government of the Restoration.

Not to dwell upon the grim probabilities of war, or the possibility of such internal disorder as might compel indefinite suspension of the constitution, and lead to a military dictatorship, a resurrected Shogunate in modern uniform, great changes there will assuredly be, both for better and for worse.

National excitement at the news of the second coming of the Black Ships was followed by consternation at the discovery that the Shogunate confessed its inability to cope with the foreign powers.
