Let us note what a native chronicler says about the condition of Japan at the arrival of Perry: "It was in the summer of 1853 that an individual named Perry, who called himself the envoy of the United States of America, suddenly arrived at Uraga, in the Province of Sagami, with four ships of war, declaring that he brought a letter from his country to Japan and that he wished to deliver it to the sovereign.
Recourse was immediately had to the Fujiwara, whose position at the Imperial Court was paramount, and Umakai, grandson of the renowned Kamatari, set out at the head of thirty thousand men, levied from the eight Bands provinces, by which term Sagami, Musashi, Awa, Kazusa, Shimosa, Hitachi, Kotsuke, and Shimotsuke were designated.
He had proceeded to the pageant of opening a new bridge over the Sagami River, and it was popularly rumoured that he had fallen from his horse in a swoon caused by the apparition of Yoshitsune and Yukiiye on the Yamato plain and that of the Emperor Antoku at Inamura promontory. Qnio and Oniji, the brothers, were rewarded with many gifts for having saved the Princess Terute off the coast of Sagami.
Then the august Emperor, hearing all that had happened, thought it a wonderful thing that an of his subjects, after having been dead three years, should have thus revived. And not only did he gladly pardon the fault for which the Hangwan had been banished, but further appointed him to be lord ruler of the three provinces, Hitachi, Sagami, and Mino.
