There is no more oppressive despotism than that which presents itself under this triple form. This incessant creation of restrictive laws and regulations, surrounding the pettiest actions of existence with the most complicated formalities, inevitably has for its result the confining within narrower and narrower limits of the sphere in which the citizen may move freely.

Though from time to time many restrictive statutes have been modified and many repealed, other restrictive statutes have been enacted. Today the same process is going on. While now and then restrictions and embargoes of longer or shorter standing are removed, there is still the same tendency to enact other restrictions and prohibitions.

I have already spoken of our aptitude to be frightened by a chimera, and deceived by such words asnatureandcause.” Laws and rules, by which we express Order, are restrictive only in a condition of intelligence short of completeness, only therefore in that province of thought which concerns itself with material facts.

Our study of this subject, therefore, will be confined to the restrictive or limiting legislation affecting private property or property rights, and of this we shall find plenty.

The Federal Government has been seeking to secure this end through a protective tariff, through restrictive immigration, through requiring safety devices for the prevention of accidents, through the granting of workman's compensation, through civilian vocational rehabilitation and education, through employment information bureaus, and through such humanitarian relief as was provided in the maternity and infancy legislation.

The casualties on the British side were 176; the Boers professed to have lost but four burghers killed and twenty wounded. Lord Kitchener was away in the Free State, and the battle was fought under the usual restrictive conditions, that no operation likely to entail serious loss of life was to be undertaken: and the enemy found that the ordeal of combat was not very dreadful.

To these it was thought improper to accede, and in consequence the restrictive regulations which had been adopted on her part, being countervailed on the part of the United States, the direct commerce between the two countries in the vessels of each party has been in great measure suspended.

Tazewell, though opposed to the restrictive policy of Jefferson, was still friendly to that statesman, and was unwilling to be considered hostile to him, I may recall to the recollection of my elder hearers an incident which created much amusement when it occurred.

As a matter of fact, however, these restrictive measures of imperial protection had been for a long time practically dead-letters. The merchants and seamen of New England carried on smuggling with the French and Spanish Indies with impunity, and practically traded where they pleased.

No man seems to know. The nation has found a paper of its own quite as effective as that which is doled out by the chartered bank. The brokers are, in fact, becoming bankers, and payments of all kinds are readily made in scrip. This is an instructive fact, and may somewhat tend to disturb the triumph of the theorists who uphold the doctrine of a restrictive trade in money.
