In a word, they would set about at once to "Prussianize" our complex population. They forget, or entirely ignore, the fact that this is not the British plan. If the British Empire is the glorious Empire it is to-day is it not because of the fact that long ago the British statesman and the British citizen have learned the lesson of tolerance?

The latter class of reform will undoubtedly mark a revolution in the policy of the British government, but, as Kautsky says, this revolution may only serve "to Prussianize it," i.e. to introduce "State Socialism." "The best government," says Mr. Webb, "is no longer 'that which governs least, but 'that which can safely and advantageously administer most."

There was something German about Roosevelt's standards. In this last war he stood heart and soul for America and her allies against Germany's misconduct. But he admired the Germans' efficiency, their highly organized society, their subordination of the individual to the state. He wanted to Prussianize this great peaceful republic by introducing universal obligatory military service.

If Prussia can now, by granting pretentious but ineffective political reforms to its own people and by fighting a defensive war until the contest becomes a deadlock, hold this Pan-Germany in its present position, then after peace has been declared it can organize this vast additional strength in man power and resources which it has gained, can Prussianize this additional one hundred million, can, by the same intrigue which it has used in the past, undermine during this period of peace the internal defensive effectiveness of the democracies, and when the time comes can strike again.
