Has the Federal Government ever attempted to restrict the power of the press? Is it illegal to-day for a railway to give a cheaper rate to one shipper than to another? Has the Republican party ever reduced the protective tariffs of the war? Did the Civil Service Act passed in 1883 include postmasters? Did the Wilson-Gorman Act reduce the tariff to a revenue basis?

But a day came when I was in a terrible fright. I had never counted the money in the purse left for me, and I had to pay a great deal to the postmasters and innkeepers everywhere, so that before I was aware, the purse was empty. When I first discovered this I had an idea of jumping out of the carriage and making my escape, the next time we drove through a lonely wood.

In the Northern cities such as Philadelphia, Utica, Boston, Haverhill, mobs broke up meetings of abolitionists, and dragged the leaders about the streets. In the South, the postmasters, as at Charleston, seized antislavery tracts and pamphlets going through the mails, and the people burned them. In New York city such matter was taken from the mails and destroyed by the postmaster.

Whitbread introduced a Bill into Parliament for the purpose of enabling small deposits to be made at an office to be established in London; the money to be remitted by the postmasters of the districts in which the deposits were made.

Reports from the Secretary of the Interior, from the Postmaster-General, from the postmaster in the city of New York, where such examinations have been some time on trial, and also from the collector of the port, the naval officer, and the surveyor in that city, and from the postmasters and collectors in several of the other large cities, show that the competitive system, where applied, has in various ways contributed to improve the public service.

The fourth-class postmasters' convention has passed a very strong resolution in favor of placing the fourth-class postmasters under the civil-service law.

I invite the favorable consideration of Congress to the suggestions and recommendations of the Postmaster-General for an extension of the free-delivery system in all cities having a population of not less than 10,000; for the prepayment of postage on newspapers and other printed matter of the second class; for a uniform postage and limit of weight on miscellaneous matter; for adjusting the compensation of all postmasters not appointed by the President, by the old method of commissions on the actual receipts of the office, instead of the present mode of fixing the salary in advance upon special returns; and especially do I urge favorable action by Congress on the important recommendations of the Postmaster-General for the establishment of United States postal savings depositories.

Until that time, the postmasters had not only the privilege of sending papers through the mail free, but the still more valuable right of excluding from the mail papers published by others. Accordingly, we find that nearly all the pioneers of the press, in Boston, New York, and Philadelphia, were postmasters.

Roosevelt had also made considerable extensions in the application of the system to deputy collectors of internal revenue, fourth-class postmasters, and carriers in the rural free-delivery service; Taft had also increased the number of employees who were appointed under the merit system, notably about 36,000 fourth-class postmasters not touched by his predecessor.

The numerous postmasters who succeeded each other, especially in latter times, the still more numerous Post Office clerks, and that portion of the public who are ever on the watch for what is held up as scandalous, soon banished all the secrecy of the affair, and none but fools were taken in by it.
