It is interesting to note that the worth of the king in those days was considered exactly one-fourth of the common wealth of England. John was less expensive; but he was not captured. He levied a tax ten years later of one-seventh part on the barons, and one-thirteenth on every man. In 1213 two important things happened.
One-thirteenth of the population of the city lives thus underground to-day. Hundreds of these cellars are near the river. They are not waterproof. Their floors are mud. When the tides rise the water floods these noisome holes. The bedding and furniture float. Fierce wharf rats, rising from their dens, dispute with men, women and children the right to the shelves above the water line.
Between 1820 and 1840 the Irish population was a little less than one-half of the population of Great Britain; her contribution for Imperial Services varied from one-eleventh to one-thirteenth. In 1899-1900 the British contribution was 46-1/2 times the Irish, though the population was less than nine times as large. If any contribution for Imperial Services from Ireland is justified, and Mr.
The people of the seigneuries paid a tithe or ecclesiastical tax for the support of their parish church. In origin, as its name implies, this payment amounted to one-tenth of the land's annual produce; but in New France the tithe was first fixed in 1663 at one-thirteenth, but in 1679 this was reduced to one twenty-sixth. At this figure it has remained to the present day.
That is the total of all the new taxes on wealth which our Budget imposes, and it is about equal to the cost of four of those Dreadnoughts for which these same classes were clamouring a few months ago. And it is less than one-thirteenth of the increased income assessable to income-tax in the last ten years.
