This has often occurred even within the period covered by history; and in every instance the turning point has been reached long before the attainment, or even the general advocacy on paper, of the levelling-up of the mass to the highest point attainable by the best nourished and cultivated normal individuals.
It was a novel experience for all, a levelling-up of society, as contrasted to some of the levelling-down that we had recently seen. Kennedy and I, having no mood as things stood for the festivities, drew aside and watched the kaleidoscopic whirl of the dancers. Across from us was a wide doorway that opened into a spacious conservatory, a nook of tropical and temperate beauty.
This great process of levelling-up took again an enormous leap forward in the middle of the nineteenth century. The steam-engine advanced it almost as much as all the fifteenth-century inventions and discoveries together. The new facilities of travel brought new experiences, and these, by the psychological law of contrast and novelty, stimulated intelligence many-fold.
This process of levelling-up the minimum tenement would be enormously aided by a philanthropic society which would devote itself to the study of building methods and materials, to the evolution of conveniences, and the direction of invention to lessening the cost and complication of building wholesome dwellings.
Together with this, there is also a levelling-up philosophy, a sort of modernized ontologism, which would attribute all natural intuition to a more immediate self-revelation on God's part than seems quite compatible with orthodoxy. But neither of these philosophies satisfy what is vulgarly understood by "revelation," and therefore both use the word in a somewhat strained sense.
The sudden levelling-up serves to illustrate the enterprise of the Germans in this respect as well as their perspicacity in connection with the military value of aircraft. Any gun we can hope to employ against aircraft with some degree of success must fulfil special conditions, for it has to deal with a difficult and elusive foe.
But in the case of an old and still largely feudal country like Germany the task was infinitely more difficult, for it could not be successful without a levelling-up of the political ideals of the backward States, such as Prussia, and the elimination of many ancient associations and dynastic interests. The Frankfurt Constitution did actually come into being, and it was nobly planned.
