At the Conference, when the Kiaochow dispute came up for discussion, the Japanese attitude, according to their Anglo-Saxon and French colleagues, was calm and dignified, their language courteous, their arguments were put with studied moderation, and their resolve to have their treaty rights recognized was inflexible. Their case was simple enough, and under the old ordering unanswerable.

Vaguely conscious that this might spell disaster to his own ambitious plans, Yuan Shih-kai was actually in the midst of tentative negotiations with the German Legation regarding the retrocession of the Kiaochow territory when the news reached him that Japan, after some rapid negotiations with her British Ally, had filed an ultimatum on Germany, peremptorily demanding the handing-over of all those interests that had been forcibly acquired in Shantung province in the great leasing-year of 1898.
From the commercial and military point of view Kiaochow is an important place, in the acquisition of which the Japanese Empire sacrificed much blood and money, and, after the acquisition the Empire incurs no obligation to restore it to China.
