The efforts of the unions to adjust themselves to the quickly changing conditions of modern industries are not always successful. Old trade lines are instantly shifting, creating the most perplexing problem of inter-union amity. Over two score jurisdictional controversies appear for settlement at each annual convention of the American Federation.
Unfortunately, the uncertainties resulting from such a situation, and the jurisdictional disputes attending upon it, tend to bewilder and confuse the public and create the impression that service differences are damaging the national interest. Let us proudly remember that the members of the Armed Forces give their basic allegiance solely to the United States. Of that fact all of us are certain.
This species may properly be termed craft industrialism, as it sought merely to unite on an efficient basis the fighting strength of the unions of the skilled trades by devising a method for speedy solution of jurisdictional disputes between overlapping unions and by reducing the sympathetic strike to a science.
Legislation to prevent such strikes is clearly desirable. Another form of inter-union disagreement is the jurisdictional strike involving the question of which labor union is entitled to perform a particular task. When rival unions are unable to settle such disputes themselves, provision must be made for peaceful and binding determination of the issues.
A second unjustifiable practice is the secondary boycott, when used to further jurisdictional disputes or to compel employers to violate the National Labor Relations Act. Not all secondary boycotts are unjustified. We must judge them on the basis of their objectives.
In regard to the Indian tribes residing within our jurisdictional limits, the greatest vigilance of the Government has been exerted to preserve them at peace among themselves and to inspire them with feelings of confidence in the justice of this Government and to cultivate friendship with the border inhabitants.
The Parliament of Brittany, in defence of its jurisdictional privileges, refused to enregister the decree which had for object the foundation of a company trading with the Indies, "for the general trade between the West and the East," a grand idea of Richelieu's, the seat of which was to be in the roads of Morbihan; the company, already formed, was disheartened, thanks to the delays caused by the Parliament, and the enterprise failed.

However, certain improvements, which I recommended to the Congress 2 years ago, are needed. Jurisdictional strikes and unjustified secondary boycotts should be prohibited. The use of economic force to decide issues arising out of the interpretation of existing contracts should be prevented.
