Soon after he left office to make way for the statesmanlike Count Hertling. About this time very far-reaching events were being enacted behind the scenes which had a very pronounced influence on the course of affairs. Acts of great indiscretion and interference occurred on the part of persons who, without being in any important position, had access to diplomatic affairs.

These two sets of colonies would add 1,700,000 square miles and eighteen million inhabitants. It would not, however, be fair to despoil Germany, Belgium, and Portugal of their colonies unless, as Count Hertling once demanded, the whole question of colonies be opened.

Count Hertling and I were on very good terms. This wise and clear-sighted old man, whose only fault was that he was too old and physically incapable of offering resistance, would have saved Germany, if she possibly could have been saved, in 1917. In the rushing torrent that whirled her away to her fall, he found no pillar to which he could cling. Latterly his sight began to fail and give way.

Lloyd George has declared "the general principle of national self-determination applicable at least to German Africa," while Chancellor Hertling once welcomed a discussion "on the reconstruction of the world's colonial possessions." The demand that an Africa for Africans shall replace the present barbarous scramble for exploitation by individual states comes from singularly different sources.

Feb. 25 Germans take Reval, Russian naval base, and Pskov; Chancellor von Hertling agrees "in principle" with President Wilson's peace principles, in address to reichstag. March 1 Americans repulse German attack on Toul sector. March 2 Treaty of peace with Germany signed by Bolsheviki at Brest-Litovsk. March 4 Germany and Roumania sign armistice on German terms.

The appointment of the Bavarian Count Hertling to be Imperial Chancellor was not due to Viennese influence, though a source of the greatest pleasure to us, and the fact of making a choice that satisfied Vienna played a great part with the Emperor William.
