Thus in reasoning from biology to social problems, it is fundamental to remember that man as an animal is tremendously differentiated in functions, and that most of the activities we look upon as distinctively human depend upon the body rather than the germ-cells. It follows that biology is the foundation rather than the house, if we may use so crude a figure.

The orthodoxy of science, therefore, must be held as giving at any rate a provisional support to Professor Weismann, but all of them, including even Professor Weismann himself, shrink from committing themselves to the opinion that the germ-cells of any organisms remain in all cases unaffected by the events that occur to the other cells of the same organism, and until they do this they have knocked the bottom out of their case.

Since this nuclear substance exists in the new cells, and since these generations go on indefinitely, the cells are in a sense "immortal" or deathless. In a one-celled individual, there is no distinction between germinal and bodily functions. But the germ-cells or germplasm continue to be immortal or deathless in the same sense as in the simplest organisms.

How cleverly the biometricians have involved one muddle within another will be evident not only from considering the evident absurdity of supposing as their argument, analyzed, necessarily supposes that a man's body can be affected by the diverse fates of germ-cells that have left it, but also when we observe that one of the commonest and most obvious causes of the reduction in the size of families is the increasing age at marriage of both sexes.

Changes in environment may improve or deteriorate the individuals of one generation, but such changes are not inheritable, excepting in the case of venereal disease. Syphilis, e.g., may damage the germ-cells of a man's body, and thus lead to his procreating diseased and damaged offspring idiots, imbeciles, mental or moral deficients, and so forth, who unfortunately are fertile.

This individuality, or whatever you will call it, impresses itself upon developing somatic cells, moulding them into appropriate organs, and upon germ-cells in process of formation, moulding them so that they may continue its sway.

The thesis that I desire to establish is that the heredity of each individual and each type is compounded of variations or changes of two distinct origins, one external and one internal; that is to say, of variations resulting from changes originating in the germ-cells or gametes, and of modifications produced originally in the soma by the action of external stimuli, and subsequently affecting the gametes.

These influences affect the structure of the gemmaria, and as the germ-cells consist of gemmaria, like those of the rest of the organism, the possibility of the transmission of acquired new characters is self-evident.
