The difference between the two Governments touching the fur-seal question in the Bering Sea is not yet adjusted, as will be seen by the correspondence which will soon be laid before the Congress.

It is time for all men to be told in the plainest terms that there never has existed, anywhere in historic times, a volume of wild life so great that civilized man could not quickly exterminate it by his methods of destruction. Lift the veil and look at the stories of the bison, the passenger pigeon, the wild ducks and shore birds of the Atlantic coast, and the fur-seal.

The fur-seal controversy, which for nearly twenty-five years has been the source of serious friction between the United States and the powers bordering upon the north Pacific Ocean, whose subjects have been permitted to engage in pelagic sealing against the fur-seal herds having their breeding grounds within the jurisdiction of the United States, has at last been satisfactorily adjusted by the conclusion of the north Pacific sealing convention entered into between the United States, Great Britain, Japan, and Russia on the 7th of July last.

These Indians number 604, and have a reservation of 12,800 acres, set apart by treaty made with them in 1855, and located at the extreme north-west corner of the Territory. They are a bold, hardy race, not inclined to till the soil for a support, but depending principally upon fishing and the taking of fur-seal for their livelihood.

"If I'd a boat and a rifle, and it was summer, I'd have pushed across for Alaska. You can eat birds and walrus, and a man might eat a fur-seal if he'd had nothing else for a week, though I've struck nothing that has more smell than the holluschack blubber. If it was winter, I'd have tried the ice.

New federal fish hatcheries should be established. The administration of the Alaskan fur-seal service should be vested in the Bureau of Fisheries. This Nation's foreign policy is based on the theory that right must be done between nations precisely as between individuals, and in our actions for the last ten years we have in this matter proven our faith by our deeds.

The act adopted at the last session of Congress to give effect to the fur-seal convention Of July 7, 1911, between Great Britain, Japan, Russia, and the United States provided for the suspension of all land killing of seals on the Pribilof Islands for a period of five years, and an objection has now been presented to this provision by the other parties in interest, which raises the issue as to whether or not this prohibition of land killing is inconsistent with the spirit, if not the letter, of the treaty stipulations.

You can eat birds and walrus, and a man might eat a fur-seal if he'd had nothing else for a week, though I've struck nothing that has more smell than the holluschickie blubber. If it was winter, I'd have tried the ice. The Huskies make out on it for weeks together, and quite a few of the steam whaler men have trailed an odd hundred or two miles over it one time or another.
