He wrote to Trumbull in December, 1788, that he saw "nothing but clouds and darkness before him," but when the hour came he was ready. The elections were favorable to the Federalists.
Instead of Federal encroachment on individual rights, the Republicans must now become aggressors, and the Federalists protestants. Instead of the protests coming from Virginia and Kentucky they now emanated from the New England States.
The Whigs, like the old Federalists, affirmed such right, appealing to Congress's power to establish post-roads, wage war, supervise inter-state trade, and conserve the common defence and general welfare. As a rule, the Democrats, being strict constructionists, denied such right.
Against these Virginia and Kentucky protested in a set of resolutions. In the election of 1800 the Federalists were defeated, and the Republicans secured control of the Federal government. In 1800 Spain ceded Louisiana to France, whereupon the Spanish official at New Orleans shut the Mississippi to American commerce. The whole West cried out against this and demanded war.
His father's party was the party for the Constitution, whose only regret concerning it was, that it was not so much of a constitution as they wished it to be. The Republicans dwelt upon its defects and dangers; the Federalists, upon its advantages and beauties: so that all that this receptive lad heard of it at his father's fireside was of its value and necessity.
In the third presidential election, John Adams was the tacitly accepted candidate of the Federalists and Jefferson of the Democratic-Republicans, and no formal nominations seem to have been made. But from 1800 to 1824 the presidential candidates were designated by members of Congress in caucus. It was by this means that the Virginia Dynasty fastened itself upon the country.
Had the majority of the House been Republican, Jefferson would, of course, have received their votes; it was, however, Federalist, and the Federalists thought themselves entitled to choose that one of their enemies who was least likely to do them harm. Obscure intrigues were entered upon both with Jefferson and Burr.
In the autumn of 1796 the Assembly of Virginia, then under the political control of Jefferson, and apparently eager to compete with the Federalists for the possession of a great name, elected Patrick Henry to the governorship of the State.
The Federalists, it was evident, had succeeded in firmly uniting thirteen separate States into one great nation, or into what, in due time, was sure to become a great nation.
Adams was President, he had written a pamphlet in vindication of a charge he had made, in conversation with Mr. Jefferson, that, during the War of 1812 the Federalists of New England, had contemplated a dissolution of the Union, and the establishment of a northern confederacy. This charge Mr. Otis denied and he then proceeded at length to vindicate the character of the old Federal Party.
