A republic, and nothing but a republic, being then the order of the day, some Italian patriots were convoked at Reggio to arrange a plan for a Cisalpine Republic, and for the incorporation with it of Modena, Bologna, and other neutral States; Marmont was nominated a French republican plenipotentiary, and assisted as such in the organization of a Commonwealth, which since has been by turns a province of Austria or a tributary State of France.
The senate thereby found itself in its conscience compelled to have a law proposed, which prohibited the planting of the colony of Junonia. Gracchus, who with the other men nominated to establish it was just then selecting the colonists, appeared on the day of voting at the Capitol whither the burgesses were convoked, with a view to procure by means of his adherents the rejection of the law.
In 772, being left sole master of France after the death of his brother Carloman, he convoked at Worms the general assembly of the Franks, "and took," says Eginhard, "the resolution of going and carrying war into Saxony. He invaded it without delay, laid it waste with fire and sword, made himself master of the fort of Ehresburg, and threw down the idol that the Saxons called Irminsul."
The proclamation which he issued at this time stated that "though he had, from regard to the tranquillity of the Empire, thought fit to dissolve the third Assembly, he had in the same decree convoked another, in conformity with the acknowledged constitutional rights of his people."
A court assembled in a city, with all its imposing adjuncts, could not have surpassed in solemnity the assizes which at this moment were convoked in the desert, where three men represented human justice armed with all its terrors! We have described the singular and fantastic aspect presented by the spot, in which this scene was to be enacted.
In order to levy this tax legally, he convoked the estates of Aquitaine, first at Niort, and then, successively, at Angouleme, Poitiers, Bordeaux, and Bergerac; but nowhere could he obtain the vote he demanded. "When we obeyed the King of France," said the Gascons, "we were never so aggrieved with subsidies, hearth-taxes, or gabels, and we will not be, as long as we can defend ourselves."
When the Council finally agreed to a solution, the delegates were convoked to learn its nature and to make a vow of obedience to its decisions. During the first stage of the Conference the representatives of the lesser states had sometimes been permitted to put questions and present objections. But later on even this privilege was withdrawn.
He then decided it to be necessary to call to his aid popular representation. A General Assembly of delegates from all the towns was convoked to take into consideration the state of the province. This important meeting was held in the City Hall of New Amsterdam, on the 10th of April, 1664. Twenty-four delegates were present from twelve towns.
On their demand the States-General were convoked, and made wholesome regulations as to the manner of collecting the taxes, but no one, except perhaps Marcel, had any real zeal or public spirit.
To the classical student it is specially interesting as the place where Cicero convoked the senate after the discovery of the Catiline conspiracy, for the purpose of fixing the punishment due to one of the greatest of crimes. Among the senators present on that memorable occasion were men of the highest political and philosophical renown, including Cæsar, Cato, and Cicero.
