While the militia bill remained under consideration in the house, a petition for a constitutional and well-regulated militia was presented by the mayor, jurats, and commonalty of the king's town and parish of Maidstone, in Kent, in common-council assembled.
The lord-mayor, aldermen, and common-council of London, presented a petition, setting forth, that the duties already laid upon coals and culm imported into London, affected the trade of that city only; that the inequality of the burden was a great discouragement to their manufactures, and a hardship upon all the trading inhabitants. The petition was rejected, and the tax imposed.
My lord, they seem to have been created for this very purpose, and if you have any hope from a general election, you must derive every benefit from their distinguished merit. I own however, I am apprehensive for the experiment, and after all would advise your lordship to recur to the very excellent scheme of the common-council men. There is only one point more which it remains for me to discuss.
Harper's, who told me how Monk had this day clapt up many of the Common-council, and that the Parliament had voted that he should pull down their gates and portcullisses, their posts and their chains, which he do intend to do, and do lie in the City all night. PER ANNUM, that was to be paid to a poor Spittal which was given by some of his predecessors; and given on his side. 10th. Mr.
Addresses in the usual style were immediately presented by the parliament, the convocation, the common-council and lieutenancy of London, and the two universities; but that of Oxford was received in the most contemptuous manner; and the deputies were charged with disloyalty, on account of a fray which had happened between some recruiting officers and the scholars of the university.
What shall I say to you about the Ministry? I am as angry as a Common-council Man of London about my L^d Chatham: but a little more patient, & will hold my tongue till the end of the year. Had it not been for this, I should have rejoiced at the breach between him & L^d Temple, & at the union between him & the D: of Grafton & M^r Conway: but patience! we shall see! Mason is at Aston.
Indeed, for gormandizing, I would have matched him against any three common-council men at a civic feast.
