Assumption by the league at large of all debts incurred, by the Entente belligerents or by neutrals, for the prosecution or by reason of the war, and distribution of the obligation so assumed, impartially among the members of the league, including the peoples of the defeated nations;
Germany is ready to accept his secret offer of mediation for the purpose of bringing about a direct Conference of the belligerents, and will recommend similar course to her Allies. We wish our acceptance of offer, as well as offer itself, to be treated as quite secret.
The neutral territory is supposed to extend three English miles from the shore. But the general inviolability of neutral character goes further than merely the protection of neutral property. It protects the property of belligerents within the neutral territory.
It provided for the absolute governmental control, by license, of the exports of essential war commodities to fifty-six nations and their possessions, including all the Allied belligerents, all the neutrals, as well as the enemy countries.
Unnecessary to say that there is no more fighting, for the senior boy has forbidden it, and he is not one who tolerates any opposition to his authority. Two minutes suffice to quell the disturbance; and the belligerents shake hands and march off to their respective homes.
In Parliament nothing more was said on the subject during that session; but out of Parliament the war was fiercer than ever; and the belligerents were by no means scrupulous about the means which they employed. The chief weapons of the New Company were libels; the chief weapons of the Old Company were bribes.
The harvest had again failed in 1317, and enforced a melancholy sort of truce between all the belligerents. The scarcity was not confined to Ireland, but had severely afflicted England and Scotland, compelling their rulers to bestow a momentary attention on the then abject class, the tillers of the soil.
It is not the choice of the Government of the United States, but of a faction; the Government was forced to accept the issue, or to submit to a degradation fatal and disgraceful to all the inhabitants. In accepting war, it should be "pure and simple" as applied to the belligerents.
We would and could have no concurrent convention with the confederate power upon the subject. We would have in good faith to treat the confederate privateersmen as pirates. Yet we acknowledge them belligerents. Powers not a party to the convention may rightfully arm privateers.
The House of Representatives went so far as to repeal the law forbidding Americans to fit out ships for belligerents, but the Senate failed to concur. The successful war waged by Prussia against Austria in 1866 disturbed the European balance, and rumblings of the approaching Franco-Prussian war caused uneasiness in British cabinet circles.
