In the mean while Van Tromp sailed from the Texel with seventy men-of-war. It was expected in Holland that he would sweep the English navy from the face of the ocean. His first attempt was to surprise Ayscue, who was saved by a calm followed by a change of wind. He then sailed to the north in search of Blake. But

Several ships, however, including the flag-ship of Vice-Admiral Ayscue, had to be abandoned and were either destroyed or captured by the Dutch. At the end of the day Monk had only twenty-eight ships left fit for service.

The tide being with them and the wind light, the rest of the Fleet tried in vain to return to her assistance, and as the Dutch Fleet were fast coming up, and some of the fire-ships making for the Royal Prince, they were forced to give up the attempt to succour her, and Sir George Ayscue, her captain, was obliged to haul down his flag and surrender.

Sir George Ayscue was accordingly detached with a powerful squadron, and was instructed to endeavour, by gentle means, to bring the colonists to obedience; but, if these failed, to use force, and to give freedom to such servants and slaves of those who should resist, as would serve in the troops under his command.

It had been largely increased by the Parliament after 1648; and its "generals," Blake, Penn and Ayscue, had already acquired much valuable experience in their encounters with the royalist squadron under Prince Rupert, and in long cruises to the West Indies for the purpose of forcing the English colonies to acknowledge parliamentary rule.

Blake was soon at sea again with a numerous fleet; Tromp followed with a hundred ships; but a violent tempest separated these furious enemies, and retarded for a while the rencounter they mutually longed for. On the 16th of August a battle took place between Sir George Ayscue and the renowned De Ruyter, near Plymouth, each with about forty ships; but with no decisive consequences.

Albemarle, who had received intelligence of the prince's approach, bent his course towards him. Unhappily, Sir George Ayscue, in a ship of a hundred guns, the largest in the fleet, struck on the Galloper sands, and could receive no assistance from his friends, who were hastening to join the reënforcement.

The severity of the winter forced Ayscue to return; but as soon as the navigation of the Sound was open, two powerful fleets were despatched to the Baltic, one by the protector, the other by the States; and to Montague, the English admiral, was intrusted the delicate and difficult commission, not only of watching the proceedings of the Dutch, but also of compelling them to observe peace towards the Swedes, without giving them occasion to commence hostilities against himself.

The English were forced to retreat again, leaving several of their "lamed" vessels behind. They lost in all ten ships besides fireships, something like 3000 killed and wounded and 2500 prisoners. Vice-Admiral Berkeley was killed, Vice-Admiral Ayscue taken prisoner. Nor were the Dutch much better off.

Their fleet had been four years in commission: the officers and men were actuated by the same spirit of civil liberty and religious enthusiasm which distinguished the land army; Ayscue had just returned from the reduction of Barbadoes with a powerful squadron; and fifty additional ships were ordered to be equipped, an object easily accomplished at a time when any merchantman capable of carrying guns could, with a few alterations, be converted into a man-of-war.
