The death of Fritigern unchained the passions of the barbarians, and they would have been led to fresh revolts had they not submitted to the authority of Athanaric, whom the emperor invited to his capital and feasted at his table, and astonished by his riches and glory. The Visigoths, won by the policy or courtesy of Theodosius, became subjects of the empire.
The freedom of trade, which the Goths had hitherto enjoyed, was restricted to two cities on the Danube; the rashness of their leaders was severely punished by the suppression of their pensions and subsidies; and the exception, which was stipulated in favor of Athanaric alone, was more advantageous than honorable to the Judge of the Visigoths.

The death of Fritigern, the great predecessor of Alaric, relieved Theodosius from many anxieties; for it was followed by the dissension and discord of the barbarians themselves, by improvidence and disorderly movements; and when the Goths were once more united under Athanaric, Theodosius succeeded in making an honorable treaty with him, and in entertaining him with princely hospitalities in his capital, whose glories alike astonished and bewildered him.
The independent tribes were persuaded, or compelled, to acknowledge the king of the Ostrogoths as the sovereign of the Gothic nation: the chiefs of the Visigoths, or Thervingi, renounced the royal title, and assumed the more humble appellation of Judges; and, among those judges, Athanaric, Fritigern, and Alavivus, were the most illustrious, by their personal merit, as well as by their vicinity to the Roman provinces.
But he could give them little help, for though the Goths of Moesia were faithful to the Empire, Theodosius preferred the stalwart heathens of Athanaric to their Arian countrymen. Ulfilas died at Constantinople like Athanaric, but there was no royal funeral for the first apostle of the Northern nations.
'Is she Orthodox or Arian? gravely demanded Athanaric, who piqued himself on his theological accomplishments and his extraordinary piety. 'What hair she has! exclaimed Suerid, sarcastically. 'It is as black as the horse-hides of a squadron of Huns! 'Show us her face! Whose tent will she visit next? cried Witheric, with an insolent laugh. 'Mine! replied Fritigern, complacently.
