An equitable apportionment of what one has among the deities, the Pitris, and guests, and adherence to servants, these, without doubt, constitute excellence. Truthfulness of speech is excellent. The knowledge, however, of truth, is very difficult of acquisition. I say that that is truth which is exceedingly beneficial to creatures.
The mere instinct of the community, unmodified and uncorrected by the conscious speculations of its more thoughtful members, would be in much danger of either causing a large amount of needless suffering to the criminal, or of seriously diminishing the security of society. It would almost certainly be guilty of grave inequalities in the apportionment of punishment to specific crimes.
Another reason for this decision was that in so doing, the State could be more fairly apportioned. The Republican counties could be easily made contiguous and the population in each district could be made as nearly equal as possible. The apportionment could not have been so fairly and equitably made if the other plan had been adopted.
The apportionment of the amount of the state and county expenses among the several towns, is made according to the amount of property in each as valued by the assessors. The state auditor or controller, having received from the several counties returns of the value of the property in each county, is enabled to determine its quota of the amount to be raised for state purposes.

It is quite true, as has been shown by the recent apportionment of population in the House of Representatives, that some sections of the Union have advanced, relatively to the rest, in an extraordinary and unexpected degree. But this does not imply that the States which have gain'd no additional representatives or have actually lost some have been stationary or have receded.
