I will compress them in the narrowest limits they will bear, stating the general principle, but not all its limitations: Equal and exact justice to all men of whatever state or persuasion, religious or political; peace, commerce, and honest friendship with all nations, entangling alliances with none; the support of the State governments in all their rights as the most competent administrations for our domestic concerns, and the surest bulwarks against anti-republican tendencies; the preservation of the general government, in its whole constitutional vigor, as the sheet anchor of our peace at home and safety abroad; a jealous care of the right of election by the people, a mild and safe corrective of abuses, which are lopped by the sword of revolution, where peaceable remedies are unprovided; absolute acquiescence in the decisions of the majority, the vital principle of republics, from which there is no appeal but to force, the vital principle and immediate parent of despotism; a well-disciplined militia, our best reliance in peace, and for the first moments of war till regulars may relieve them; the supremacy of the civil over the military authority; economy in public expense that labor may be lightly burdened; the honest payment of our debts and sacred preservation of the public faith; encouragement of agriculture, and of commerce as its handmaid; the diffusion of information and arraignment of all abuses at the bar of the public reason; freedom of religion, freedom of the press, and freedom of person under the protection of the habeas corpus; and trial by juries impartially selected.

Other resolutions called the tax "unconstitutional, anti-republican, and oppressive"; and still others pledged the farmers "to resist to the bitter end any such monarchical tax."

Their effect was felt at once; and as they continued to issue, and Hamilton's sway over the public mind, his genius for moulding opinion, became with each more manifest, Jefferson, terrified and furious, wrote to Madison: Hamilton is really a Colossus to the anti-Republican party. Without numbers he is a host in himself.

I feel perfectly conscious that, in the discharge of every trust which they have committed to me, I have, to the best of my abilities, acted solely with a view to the general good, not suffering myself to be influenced by any particular or private interest whatever; and I now challenge those who think I have done otherwise, to lay their finger upon any public act of mine, and prove to the country its injustice or anti-republican tendency.

Then the honorable member from Massachusetts is living in an anti-republican government, and he ought not to stay there a moment if he can find any government which would be a government according to his theory.

The reign of King Cotton, however, conducted under the present policy, must inevitably tend to increase and aggravate all the present social tendencies of the Southern system, all the anti-republican affinities already strongly developed.

We have a right and interest to insist that France shall not improve the war she makes to raise up in Mexico an anti-republican and anti-American government, or to maintain such a government there.

Those in the United States who may regard this speech as being harsh in its spirit and unjust in its statements, because delivered before an audience supposed to be anti-republican in their principles and feelings, may view the matter differently, when they learn that the case supposed did not exist.
