Arthur Balfour's plan was the best that could be adopted at the moment. But events have marched rapidly since 1891, and wholly new possibilities in the sphere of Irish economic legislation and administration have been revealed. A new Irish mind has now to be taken into account, and to be made part of any ameliorative Irish policy.

"So that she was never quite in her glory," "Præterita" says, "unless some of us were ill. She had also some parallel speciality for saying disagreeable things, and might be relied upon to give the extremely darkest view of any subject, before proceeding to ameliorative action upon it.

Something "to go on with" is a great ameliorative, especially when one is hungry and tired. In thus commending American hotels over English it is, however, only right to admit that the American hotels are very much more expensive. While on the subject of eating, I would say that for all their notorious freedoms Americans have a better sense of order than we.

One of the main purposes of the measure seems to have been the restriction of the labor supply, and hence it enlisted the support of the American Federation of Labor and other similar organizations. The ameliorative measures already mentioned have by no means prevented the boycott and the strike.

Any Scheme, therefore, that attempts to deal with the reclamation of the lost must tend to develop into an endless variety of ameliorative measures, of some of which I shall have somewhat to say hereafter. I only mention the subject here in order that no one may say I am blind to the necessity of going further and adopting wider plans of operation than those which I put forward in this book.

These may be briefly summarized as follows: Philanthropy and Charity: This is the present and traditional method of meeting the problems of human defect and dependence, of poverty and delinquency. It is emotional, altruistic, at best ameliorative, aiming to meet the individual situation as it arises and presents itself. Its effect in practise is seldom, if ever, truly preventive.

We cannot run away into non-automobile existence or non-steam-engine or non-movie life long at a time. We must conquer this thing. While the more stately scientific and educational aspects just enumerated are slowly on their way, the artists must be up and about their ameliorative work.

It must disappear if the ameliorative measures which are long overdue in Ireland are undertaken by an Irish Parliament; and previous experience has already illustrated that even without the adoption of any such new schemes surpluses would long ago have made room for deficits.
