In the spring of that year it looked, indeed, as though the British Empire alone was making any headway against the enemy Powers. Even on the cosmopolitan Salonika front offensive action was left to British troops, and at no time during the war did any but troops of the British Empire partake in the defence of its dominions and protectorates.

This startling development shed a strong light upon the new ordering of the world and its relation to the Wilsonian gospel, complicated with secret negotiations, protectorates without mandates, and the one-sided abrogation of compacts. Persia is one of the original members of the League of Nations, and as such was entitled, the French argued, to a hearing at the Conference.

Some of these policies, which have already been formulated to a far greater extent than is generally realized, are the establishment of protectorates, the supervision of finances, the control of all available canal routes, the acquisition of coaling stations, and the policing of disorderly countries.

The regional administration was loosely associated with the central government through a sort of primitive ministry of the interior, and similarly the Chinese representatives in the protectorates, that is to say the foreign states which had submitted to Chinese protective overlordship, were loosely united with a sort of foreign ministry in the central government.

Tombu was Swahili, a minor king of a minor country which had never been recognized by the white man when he invaded Africa and set up his vast protectorates that took no account of the peoples and their tribal traditions; protectorates that lumped together many hundreds of individual nations and tribes into something the white man looking at maps could label "Congo."

Prospectively then, as regards the fulfilment of the solemn pledge of the Allies to liberate subject peoples from the murderous tyranny of the Turks, we have discussed the future of Armenia, of Syria, of Palestine, and of Mesopotamia. All those are well defined districts, and the demarcation of their respective protectorates should not present great difficulties.

"And none of these protectorates, or crown colonies, on this coast pretends to control much of the Hinterland. There is Sierra Leone, for instance, about the oldest of them. Last year the governor celebrated the hundredth anniversary of the year the British abolished slavery.

The Appropriation of Territory Protectorates have been established by the United States, where such action seemed necessary, over some of the weaker Latin-American states. Their customs have been seized, their governments supplanted by military law and the "preservation of law and order" has been delegated to the Army and Navy of the United States.

Britain now began seriously to arouse herself to the danger of exclusion from vast areas where her interests had hitherto been predominant; and it was during these years that all her main acquisitions of territory in Africa were made: Rhodesia and Central Africa in the south, East Africa and Somaliland in the East, Nigeria and the expansion of her lesser protectorates in the West.

In ratifying the treaty the Senate reaffirmed the American policy of isolation in the following resolution: "That the United States of America, having neither possessions nor protectorates in Africa, hereby disclaims any intention, in ratifying this treaty, to indicate any interest whatsoever in the possessions or protectorates established or claimed on that Continent by the other powers, or any approval of the wisdom, expediency or lawfulness thereof, and does not join in any expressions in the said General Act which might be construed as such a declaration or acknowledgement; and, for this reason, that it is desirable that a copy of this resolution be inserted in the protocol to be drawn up at the time of the exchange of the ratifications of this treaty on the part of the United States."
