Item: Inasmuch as the opinion was expressed in a council of war held on the second day of the present month and year, by the master-of-camp and the captains who were present, that, if there were no certain information of the course and direction taken by the enemy, the said fleet should follow the coast of Ilocos, and make for the strait of Sincapura, through which it is presumed that the enemy will pass in order to pursue his voyage: notwithstanding the said council of war, if the said general should not receive any information as to the course taken by the enemy, then he shall do what he thinks most expedient, as the one in charge of the affair, and as the enemy and the occasion allow, endeavoring to obtain the desired object, namely, the overtaking and destruction of the enemy.

In 1907 the region about Bangui, in Ilocos Norte, was greatly excited over several attempts to kill people of that settlement, and it was whispered that when a leading man, who had recently died, was placed in his coffin, his right hand had suddenly raised up with four fingers extended.

They established subaltern factories in the Provinces of Ilocos, Bataan, Cavite, and Camarines; purchased lands; delivered out agricultural implements; founded manufacturies of cotton cloths; contracted for the crops of produce at very high prices; offered rewards and, in short, they put in motion every partial resources they were able to avail themselves of and their limited means allowed.

But this was not done without a loss to the province of Ilocos of two hundred sixty-nine thousand two hundred and seventy persons half of the population, as represented by Zuñiga. The discontent has always been confined to a single district, as the natives do not form a united nation; neither the bond of a common speech nor a general interest binding the different tribes together.

That pre-Spanish trade was not restricted to the Ilocos provinces, but was active along the whole northern coast of Luzon has been amply proved by many writers.

He bases his claim as to the excellent state of public order in the Insurgent territory at this time on a report of Paymaster W. E. Wilcox and Naval Cadet L. R. Sargent of the United States Navy, who between October 8 and November 20, 1898, made a long, rapid trip through northern Luzon, traversing the provinces of Bulacan, Pampanga, Tarlac, Pangasinán, Nueva Ecija, Nueva Vizcaya, Isabela, Cagayan, South Ilocos and Union, in the order named, thence proceeding to Dagupan and down the railroad through Pangasinán, Tarlac, Pampanga and Bulacan to Manila.

In the detailed description of the Ilocano, all the subjects have been drawn from the cities of Bangued in Abra, and Vigan in Ilocos Sur, in order to eliminate, so far as possible, the results of recent intermixture with the Tinguian, a process which is continually taking place in all the border towns. The more general tabulation includes Ilocano from all the northern provinces.

Also there was a considerable trade in cotton, silk, and the like, carried on by the Chinese and the Brunei Moro. The weaving industry seems to have reached its height in the Ilocos provinces, where the processes of ginning, carding, spinning, and weaving were, for the most part, identical with those found in Borneo, Java, the Malay Peninsula, Burma, and a large part of India.

In the mountains of Ilocos Sur, the missionaries met with somewhat better success, and in 1704 Olarte states that in the two preceding years one hundred and fifty-six "infidel Tinguianes" had been converted and baptized. Again, in 1760, four hundred and fifty-four converts are reported to have been formed into the villages of Santiago, Magsingal, and Batak.

In former times, the establishment of intendencies, or boards of administration, was deemed expedient in Manila, Ilocos, Camarines, Iloilo, and Cebu; but they were soon afterwards reformed, or rather laid aside, on account of their being deemed superfluous.
