We plainly perceive that it was the especial aim of the Romans and Latins to separate the Aequi from the Volsci, and to become masters of the communications between them; in the region between the southern slope of the Alban range, the Volscian mountains and the Pomptine marshes, moreover, the Latins and the Volscians appear to have come first into contact and to have even had their settlements intermingled.
But these measures, though partially annoying, had the effect of irritating and rousing the people rather than breaking their spirit." Terracina or Anxur is about twelve miles east of it, and the Pomptine marshes lie between. This tract is now very thinly inhabited, being used for pasturage, and it was apparently in the same state in the time of Marius.
His first object was to fit out a fleet of 1000 small vessels, to protect the coast of Italy from the incursions of the African Vandals and the inhabitants of the Eastern empire. And as Rome could no longer draw her supplies of corn from Egypt, he reclaimed and brought into cultivation the Pomptine marshes and other neglected parts of Italy.
The Pomptine territory was then, for the first time since the power of the Volscians had been reduced by Camillus, held out to them as their indisputable right.
The dictator, though he perceived that a greater struggle was reserved for him at home than abroad; still, either because there was need of despatch for the war, or supposing that by a victory and a triumph he should add to the powers of the dictatorship itself, held a levee and proceeds into the Pomptine territory, where he had heard that the Volscians had appointed their army to assemble.
In Italy at least great works of drainage were prosecuted as well as the formation of roads. In 594 the drying of the Pomptine marshes a vital matter for Central Italy was set about with great energy and at least temporary success; in 645 the draining of the low-lying lands between Parma and Placentia was effected in connection with the construction of the north Italian highway.
He intended likewise to drain the Pomptine marshes, to cut a channel for the discharge of the waters of the lake Fucinus, to form a road from the Upper Sea through the ridge of the Appenine to the Tiber; to make a cut through the isthmus of Corinth, to reduce the Dacians, who had over-run Pontus and Thrace, within their proper limits, and then to make war upon the Parthians, through the Lesser Armenia, but not to risk a general engagement with them, until he had made some trial of their prowess in war.

The open breach between the Latins and Hernici on the one hand and the Romans on the other was more immediately occasioned partly by the capture of Rome by the Celts and the momentary weakness which it produced, partly by the definitive occupation and distribution of the Pomptine territory. The former allies soon stood opposed in the field.
New Fortresses in Apulia and Campania Apulia and Campania were thus in the hands of the Romans. The great military road from Rome to Capua, which with the necessary embankment for it across the Pomptine marshes the censor Appius Claudius caused to be constructed in 442, completed the securing of Campania.
