For these remonstrances, they chose the moment when the Emperor had scarcely recovered breath from the troubles in his hereditary dominions, when he had lost Hungary and Austria to Matthias, and had barely preserved his Bohemian throne by the concession of the Letter of Majesty, and finally, when through the succession of Juliers he was already threatened with the distant prospect of a new war.

His first campaigns in Juliers and Alsace had been made in the service of this house, and under the banner of the Archduke Leopold, against the Protestant religion and the liberties of Germany.

With his view directed to this project, Henry felt the necessity of taking a prompt and active part in the important events of the Evangelical Union, and the disputed succession of Juliers.

He had returned to France in the lifetime of Henry IV, and had married the daughter of Sully, and after Henri's death had commanded the Swiss and the Grison regiments at the siege of Juliers. This was the man whom the king was so imprudent as to offend by refusing him the reversion of the office of governor of Poitou, which was then held by Sully, his father-in-law.

The city of Groenlo, or Grol, not a place of much interest or importance in itself, but close to the frontier, and to that destined land of debate, the duchies of Cleves, Juliers, and Berg, still retained its Spanish garrison. On the 14th July Prince Maurice of Nassau came before the city with six thousand infantry, some companies of cavalry, and sixteen pieces of artillery.

It might have been thought that there remained no more than secondary questions, such as the possession of the marquisate of Saluzzo and the succession to the duchies of C1eves and Juliers. But the instinct of peoples sees further than the negotiations of diplomats.

The elector of Brandenburg and the duke of Neuburg were seconded both by France and the United Provinces; and a joint army of both nations, commanded by Prince Maurice and the marshal de la Chatre, was marched into the county of Cleves. After taking possession of the town of Juliers, the allies retired, leaving the two princes above mentioned in a partnership possession of the disputed states.

Juliers was invested in the beginning of August, and on the 18th of the same month, when the French troops arrived before the city, the Prince of Orange had already made himself master of the fortress; and although the Imperial general gallantly persisted in his defence, he found himself at its close compelled to capitulate, being no longer able to resist the cannonade of the enemy, who had effected an irreparable breach in one of the walls, by which they poured an unceasing fire into the streets of the town.

I do not believe I have laughed once during these four months, or enjoyed one quarter of an hour of pleasure or relaxation. Discord and discussion everywhere with Emperor and empire, with the States, with Poland, Juliers and Cleves. They are all my foes, and not one single hand is held out to me in friendship. I have felt at times right lonely, Leuchtmar, and sorely sighed for you.

But others besides Anne of Cleves had reason to mourn, and Melancthon complained that atrocious crimes were reported from England, that the divorce with the lady of Juliers was already made, and another married, and that "good men of our opinion in religion are murdered."
