According to Vreede, the language of the "Niti Praja" is not Kavi, but it is written in the "stiff and artificial language common to the ethical treatises." The following passages are taken from translations which appear in Raffles' account of the work:

Vreede, after giving Raffles' account of the "Angrene" the title under which the Panjis appear to have been then known says that he has quoted the account of Raffles verbatim "because, notwithstanding the palpable inaccuracies of his conclusions, seeing our faulty information about the origin, the date, the authors, and the compilation of the Panji narratives, his indications may have, for all we know, great value."

After the French model, an Executive Council was nominated, consisting of five members, Vreede, Fijnje, Fokker, Wildrik and Van Langen, and a new Commission of Seven to frame a Constitution. The "Regulation" was rejected; and the Assembly solemnly proclaimed its "unalterable aversion" to the stadholderate, federalism, aristocracy and governmental decentralisation.

As I have embodied in the text some extracts from Raffles' translations, it may be well to say a word as to the value of these versions. What Vreede says of a particular passage is true of these renderings in general: "They are not literal translations, but the spirit of the work is well rendered."

The leaders of the unitarians were Vreede, Midderigh, Valckenier and Gogel; of the moderates Schimmelpenninck, Hahn and Kantelaur; of the federalists, Vitringa, Van Marle and De Mist.

Raffles, in his account of this work, says that it contains one hundred and twenty-three stanzas, and that it is said to be contemporary with the Bharata Yuddha. Vreede, in his "Catalogue," says in a note, "Winter mentions the 'Niti Sastra Kawi, and as its author Prabu Vidayaka, in the time of Aji Saka."

Vreede and his confederates being assured by Delacroix of the supportof the new French Directory, and of the co-operation of the French General Joubert and of Daendels, the commander of the Batavian army, chose for the execution of their plan the week in which Midderigh, one of the confederates, took his turn as president of the Assembly.

Hamilton was therefore again left alone with simply a Griqua assistant and a few Hottentots. Just before leaving Lattakoo, Robert Moffat met Africaner, who had safely brought from Vreede Berg the cattle and property belonging to the missionary, and also the books and articles of furniture which had been intrusted to his care when leaving Cape Town.

The Unitarians, therefore, without awaiting their proposals, under the leadership of the stalwart revolutionary, Vreede, determined to take strong action. The coup d'état they planned was helped forward by two events. The first was the revolution in Paris of September 4, 1797, which led to the replacing of ambassador Noël by the pronounced Jacobin, Charles Delacroix.
