The urgent want of money was in some measure remedied by a self-taxation on the part of the senate, which was the more productive as the richest African capitalists had been induced to enter it. Corn and other supplies were accumulated in immense quantities in the fortresses capable of defence; at the same time the stores were as far as possible removed from the open townships.

Not only had the right of self-taxation and of the initiation of laws been explicitly yielded to them, but they had interfered with the administration of the state, had directed the application of subsidies, and called royal ministers to account by repeated instances of impeachment. Under the first two kings of the House of Lancaster Parliament had been summoned almost every year.

It begins now to appear that the people are not likely to think anything too good for themselves, or to higgle about the expense of whatever ministers largely to their tastes and fancies, that political freedom, popular education, the circulation of newspapers, books, engravings, pictures, have already created a public which understands that man does not live by bread alone, which demands leisure, beauty, space, architecture, landscape, music, elegance, with an imperative voice, and is ready to back its demands with the necessary self-taxation.

The British Parliament undertook to tax the Colonies to promote British interests. Our fathers resisted this pretension. They claimed the right of self-taxation through their Colonial Legislatures. They were not represented in the British Parliament, and, therefore, could not rightly be taxed by its legislation.

The tradition of English restrictions upon royal power centered in the old document of Magna Carta and in an ancient institution called Parliament. Its most important provisions, by which the king could not levy extraordinary taxes on the nobles without the consent of the Great Council, furnished something of a basis for the idea of self-taxation.

Considerable sums came from abroad. The campaign was now costing the workers half a million kroner a week; and the help from outside was like a drop in the ocean. But it had the effect of a moral support, and it stimulated the self-taxation to which all were subject.

They have not the power of voting out their rulers, or of limiting or stopping their supplies; they have therefore the right of rebellion.

"The Revolution of 1776, turned upon one great principle, self-government, and self-taxation, the criterion of self-government. "The Southern States now stand exactly in the same position towards the Northern States, that the Colonies did towards Great Britain. The Northern States, having the majority in Congress, claim the same power of omnipotence in legislation as the British Parliament.
