Considerable sums came from abroad. The campaign was now costing the workers half a million kroner a week; and the help from outside was like a drop in the ocean. But it had the effect of a moral support, and it stimulated the self-taxation to which all were subject.

The urgent want of money was in some measure remedied by a self-taxation on the part of the senate, which was the more productive as the richest African capitalists had been induced to enter it. Corn and other supplies were accumulated in immense quantities in the fortresses capable of defence; at the same time the stores were as far as possible removed from the open townships.

If self-government is conceded to us, what would be England's position not only in India, but in the British Empire itself? Self-government means the right of self-taxation; it means the right of financial control; it means the right of the people to impose protective and prohibitive tariffs on foreign imports. The moment we have the right of self-taxation, what shall we do?

It ought not, therefore, to have been expected that the mere offer of money for educational purposes, while the people had no just idea of the importance of education or of the means by which it could be acquired, would lead them even to accept the proffered boon; and it certainly, in their judgment, furnished no reason for self-taxation.

The subject of self-taxation annually is important in connection with a system of free education.

The political instinct of the nation discerned as of old that in the question of self-taxation was involved that of the very existence of freedom. The clergy put themselves in the forefront of the opposition, and preached from every pulpit that the commission was contrary to the liberties of the realm and that the king could take no man's goods but by process of law.
