It may be said that the political education of the Puerto Ricans commenced with the royal decree of 1865, which authorized the minister of ultramarine affairs, Canovas del Castillo, to draw up a report from the information to be furnished by special commissioners to be elected in Puerto Rico and Cuba, which information was to serve as a basis for the enactment of special laws for the government of each island.
Hawaii had been annexed at the behest of the Hawaiian Government; Porto Rico had been occupied as a part of the war strategy and without any protest from the Porto Ricans. The Philippines were taken against the determined opposition of the natives, who continued the struggle for independence during three bitter years.
The danger commences with the first extra-continental State. We want no Porto Ricans or Cubans to be sending Senators and Representatives to Washington to help govern the American Continent, any more than we want Kanakas or Tagals or Visayans or Mohammedan Malays.
The United States has gone farther, and in Porto Rico and Panama has appropriated particular pieces of territory. The Porto Ricans, during the Spanish-American War, welcomed the Americans as deliverers. The Americans, once in possession, held the Island of Porto Rico as securely as Great Britain holds India or Japan holds Korea. The Porto Ricans were not consulted.
Meanwhile the notorious Walker had been making a filibustering raid in Central America, which ended in failure, and the Cyane went over to Greytown to bring the sick and wounded of his deluded followers to Aspinwall for passage to New York. Some hundred and twenty officers and men found in the hands of the Costa Ricans were taken on board, most of them in a deplorable condition.

After capture of the lake steamers, the Costa Ricans, impressing their American crews into service, took them up to Granada to embark the old force of Costa Ricans and Chamorristas still remaining there. They were on this errand when the steamer San Carlos was first seen to pass Virgin Bay.

The government had done much, but as elsewhere, other agencies were needed if the physical ills of the Porto Ricans were to be healed. In response to this need Dr. Grace Atkins went to Porto Rico in 1900 as the first medical missionary under the Woman's Board of Home Missions of the Presbyterian Church.
