The ancient policy of Europe was, over and above all this, unfavourable to the improvement and cultivation of land, whether carried on by the proprietor or by the farmer; first, by the general prohibition of the exportation of corn, without a special licence, which seems to have been a very universal regulation; and, secondly, by the restraints which were laid upon the inland commerce, not only of corn, but of almost every other part of the produce of the farm, by the absurd laws against engrossers, regraters, and forestallers, and by the privileges of fairs and markets.

The ministry first tried to repress the discontent by the issue of a proclamation against "forestallers and regraters," framed in the language and spirit of the Middle Ages; and, when that proved ineffectual to restore confidence, they issued an Order in Council absolutely prohibiting the exportation of any kind of grain, and authorizing the detention of any vessels lying in any British harbor which might be loaded with such a cargo.

He had prohibited the erection of statues, shrines, and bronze chariots in his name compliments to Roman generals which had become common. The harvest that year was bad; but so fully convinced were the people of his honest dealing, that they who had saved up corn the regraters brought it freely into market at his coming.

Truly, it is well for honest men, but not so well for forestallers and regraters; but who heeds what befalls such foul swine, who filch the money from people's purses, and do not one hair's turn of work to help them?"

"Yea, friend," I said, "but in those latter days all power shall be in the hands of these foul swine, and they shall be the rulers of all; therefore, hearken, for I tell thee that times of plenty shall in those days be the times of famine, and all shall pray for the prices of wares to rise, so that the forestallers and regraters may thrive, and that some of their well-doing may overflow on to those on whom they live."

For this purpose they were empowered to send for persons, papers, and records; and it was resolved, that all who attended the committee should have voices. Having inquired into the causes of the late scarcity, they agreed to several resolutions, and a bill was brought in to explain and amend the laws against regraters, forestalled, and engrossers of corn.

Political economy has taught us that those old bugbears of the statute law called forestallers and regraters are eminent benefactors, in as far as their mercenary instincts enable them to see scarcity from afar, and induce them to "hold on" precisely so long as it lasts but no longer, since, if they have stock remaining on hand when abundance returns, they will be losers.
