John White, who was appointed Governor of the colony, with twelve assistants as a Council, who were incorporated under the name of "The Governor and Assistants of the City of Ralegh in Virginia," with instructions to change their settlement to Chesapeake Bay. Captain Stafford, with twenty men, went to Croatan to seek the lost colonists.
Without a single claim to distinction save the favour of the king, Carr rose at a bound to honours which Elizabeth had denied to Ralegh and to Drake. He was enrolled among English nobles, and raised to the peerage as Viscount Rochester. Young as he was, he at once became sole minister. The lords of the Council found themselves to be mere ciphers.

Under the influence of the great Ralegh, whose fertile imagination was conceiving plans of colonization in America, Sir Humphrey Gilbert, his brother-in-law, took possession of Newfoundland on a hill overlooking the harbour of St. John's.
John White was the leader, and with a charter and instructions to build the city of Ralegh somewhere on the shores of Chesapeake Bay he set off with his colonists and landed on Roanoke Island. She was the child of Eleanor Dare, and was the first child born of English parents in America.
The explorers landed on Roanoke Island, off the coast of what is now North Carolina, and came home with such a glowing description of the "good land" they had found that the Virgin Queen called it "Virginia," in honor of herself, and Ralegh determined to colonize it.

In 1587 John White and twelve associates received incorporation as the 'Governor and Assistants of the City of Ralegh in Virginia. The fortunes of this ambitious city were not unlike those of many another 'boomed' and 'busted' city of much more recent date. No time was lost in beginning. Three ships arrived at Roanoke on the 22nd of July, 1587.
Sir Walter Ralegh was born only a few miles down below Ottery St. Mary, in the same beautiful valley from which you and I, Antony, and the poet have come.
But indeed the Spanish king had prouided this fleet vpon this counsell. He receiued intelligence, that sir Walter Ralegh was to put out strong for the West India: to impeach him, and to ranconter his force he appointed this fleet; although looking for the arriuall of his East Indian caraks, he first ordained those ships to waft them from the Açores.
