Such is the war that you have to sustain: a war of labor against capital; a war of liberty against authority; a war of the producer against the non-producer; a war of equality against privilege. What you ask, to conduct the war to a successful conclusion, is precisely that which you must combat.

Popular common sense has got the better of this subtle distinction. We are not savages who can live in the woods, without other shelter than the branches. The civilized man needs a roof, a room, a hearth, and a bed. It is true that the bed, the room, and the house is a home of idleness for the non-producer.

I observed that for every one of these producers there were ten non-producers who spent their time and efforts devising the best ways and means to confiscate that which had been produced. It seemed strange that the producer would allow this state of affairs to exist; but he did, and seemed quite elated sometimes to think that the non-producer would permit him to live at all.

The brass-plate, as all the world knows, is the badge of the non-producer the parasite, the middleman, agent, call him what you will the man who wears a tall hat and black coat, and who lives in a villa, and lives on and by the products of the labour of others. As society is constituted he is an essential when he exists in reasonable numbers. In Melbourne his numbers are out of reason.

In the French and German works there was found to be in each case one non-producer to between six and seven producers, and in the American works one non-producer to about seven producers.

The writer found that in the case of another works, doing the same kind of business and whose management was notoriously bad, the proportion of non-producers to producers was one non-producer to about eleven producers. These companies all had large forges, foundries, rolling mills and machine shops turning out a miscellaneous product, much of which was machined.

They turned out a highly wrought, elaborate and exact finished product, and did an extensive engineering and miscellaneous machine construction business. In the case of a company doing a manufacturing business with a uniform and simple product for the maximum economy, the number of producers to each non-producer would of course be larger.

For almost every producer in Victoria there is a non-producer in the capital. In the early days men went into the country and set themselves to clear and till the soil. That impulse of energy has died out and a new one has succeeded it which is infinitely less profitable and wholesome. The tendency is now towards the city.
