The "tangled thread" of negotiation was incessantly broken off and renewed: that which was resolved yesterday was to-morrow disavowed; and the secret negotiators of these plots, armed with credentials and powers which had been recalled, yet continued to employ them, in spite of the king's orders, to carry on in his name those plans of which he disapproved.

But these two peoples, radically of the same race, had other qualities, no less important than those just named, which combined with their surroundings to favor their development by sea. They were by nature business-men, traders, producers, negotiators.

But if these principles, all of which are preventive of irritation, were to be displayed in our negotiations abroad, in the case of any matter in dispute, would they not annihilate the necessity of wars?
