The Socialists, free-speech fanatics, anti-conscriptionists, anti-militarists and other such democratic maximalists of 1917 and 1918 were, in essence, nothing but a new and formidable horde of Jacksons. Their case rested upon principles held to be true by all good Americans, and constantly reaffirmed by the highest officers of state.

The action taken by the Workingmen's and Soldiers' Council, itself so often denounced as being under pro-German influence, and even in German pay, by the press of the Allied countries, was extremely significant. It immediately placarded the city with appeals to the soldiers and workingmen to ignore the call of the Maximalists.

The conciliable Soviet parties were terribly frightened at the prospect of the possible results of the Korniloff conspiracy, which threatened to sweep away, not only the Maximalists, but also the whole revolution, together with its governing parties.

At the celebrated Moscow Congress, which took place in the middle of August, Kerensky attempted to take a middle ground between the propertied elements and the democracy of the small bourgeoisie. The Maximalists were on the whole considered as standing beyond the bounds of the "legal."
